Abstract
Purpose
This study aims to support the development risk management strategies towards improving the resilience of assets located in the estuary and lower level of the Swan River, Western Australia. The study evaluated the key role of Federal/State policies in adaptation planning and the communication and interface between various stakeholders, including State/Local governments, construction professionals, property developers and landowners.
Design/methodology/approach
The study applied a mixed research approach through a questionnaire survey followed by an in-depth interview involving local construction experts. Collected data were analysed following the grounded theory methodology style of data analysis.
Findings
The findings revealed a convoluted understanding of communication networks and responsibility for owning the future risks between relevant stakeholders. As a result, a framework illustrating clear process and roles in mitigating risk and implementing adaptive asset management measures has been formulated and presented in this study.
Originality/value
Scientific evidence suggested that sea-level rise and increased frequency of major coastal flooding events are inevitable as early as 2100, and having a comprehensive risk management plan of assets to anticipate climate risks and to improve urban resilience is essential. The proposed framework is aimed at local stakeholders in improving current state of communication and adaptation planning as a pathway to develop a robust risk management strategy.

Abstract
Purpose
The purpose of this study is to investigate ways of transferring knowledge and information during the life-cycle phases of construction projects, particularly between the construction and occupancy phases, and to find an approach to minimise knowledge and information gaps during the handover process.
Design/methodology/approach
The study applied a qualitative approach involving a literature review and an archival analysis of information flow in the studied cases of a construction project, followed by a cross-cases analysis and expert interviews. Data on information flow were collected from three cases of building construction projects in Perth, Western Australia. In addition, a total of 18 local facilities management experts were interviewed to identify the key reasons of knowledge and information gaps and to propose an effective knowledge flow model.
Findings
The findings of this study indicated a significant knowledge and information gap, which exists during the handover process in construction projects in Western Australia. The findings of case analysis and expert interviews identified that the project handover guidelines were often ignored in construction projects in Western Australia, and the handover phase was not given the same priority as the design and construction phases by most of the project stakeholders, which led to information and knowledge gaps between the project construction and post-occupancy phases. The study conducted, integrated knowledge and information flow modelling to analyse the knowledge and information gaps followed by mapping the gaps against existing knowledge sharing frameworks (KSFs) before proposing an integrated knowledge sharing conceptual model to improve current practice and to enhance the information flow during the various phases of the construction project life cycle.
Research limitations/implications
The study is based on three cases in Perth, Western Australia, and thus the findings and recommendations are contextual. Whilst laying a good foundation to do so, further research is needed to investigate more cases in Western Australia and beyond to fully generalise the findings from this study.
Originality/value
The study contributes to improve the handover process and information flows in project life-cycle phases in Western Australia and develop an information flow model followed by bringing together existing KSFs, namely, the open communication channel (OCC), soft landing framework (SLF) and building information modelling (BIM), to propose an integrated knowledge sharing conceptual model. The methodology used here to analyse the information flow in a diagrammatic manner, the mapping of FM issues against the KSFs’ capabilities and a conceptual model to facilitate change in the industry’s silo mindset are the main contributions of this paper.

Abstract
Purpose
The utilisation of products with recycled content (PwRC) in construction projects has been identified as a targeted way to achieve sustainable management of construction and demolition waste resources. However, sustainable applications of these resources are subject to a wide array of factors that demand a thorough investigation. This study, therefore, explores the motivations, barriers and strategies for optimal PwRC uptake using a multiple-case study approach.
Design/methodology/approach
This study adopted an interpretive multiple-case study approach. The case studies were selected from recently completed construction projects including two infrastructure projects, one commercial project and one residential project. A series of semi-structured interviews were carried out to collect the data. For each case study, four participants were interviewed; these participants represented design, client, supply and building teams.
Findings
The study revealed the main barriers, motivations and opportunities for adoption of PwRC resources in four construction projects. These factors are believed to influence the utilisation of PwRC to varying extents and/or in diverse ways. The findings also suggest that there is a significant opportunity for stakeholders to adopt more sustainable waste management practices, and the use of institutional drivers can help achieve this goal.
Research limitations/implications
The primary research contribution of the study lies in proposing three key research directions: investigating regulatory constraints impacting the use of PwRC, addressing supply chain challenges and enhancing quality assurance.
Originality/value
The research has a practical contribution to the industry through a suite of actionable strategies to increase the uptake of PwRC. The strategies are mostly focussed on stakeholders' education, the regulation that supports PwRC and project management planning. The two major motivations – referring to two of the three pillars of sustainability (economy and environment) – provide a basis for organisational changes to ensure achieving sustainability in construction activities.

Abstract
Purpose
Off-site manufacturing (OSM) application in vertically higher and spatially larger projects within Western Australian (WA) commercial sector has demonstrated the potential of benefitting from such a construction technique, but introducing a new methodology to a traditional sector such as commercial sector is not always straightforward. The acceptance of the new methodology, level of awareness of the stakeholders involved and the readiness of the supply chain to deliver, for instance, may influence the success of its implementation. Given the infancy of such methodology in the WA construction industry, this research project aims to analyse factors influencing the implementation of OSM construction method in WA.
Design/methodology/approach
Following a thorough literature review, an existing research agenda in OSM was used to inform the direction of this research, i.e. focussing on external macro aspects of the decision making to implement OSM. Three projects in WA were studied, and the data collection was facilitated through archival study and semi-structured interviews with construction practitioners who were the stakeholders of the three projects. Data analysis was conducted through content analysis to draw the findings and conclusion of this research.
Findings
The analysis of the studied cases revealed relevant economic/financial, technological and regulatory factors, as well as social factors influencing the implementation of OSM, particularly in WA commercial projects. These findings were then used to develop an overall understanding of the external macro factors influencing decision making in implementing OSM that forms a formal research agenda aimed at enabling successful implementation of OSM in WA construction industry, particularly in its commercial sector.
Originality/value
The research findings presented in this paper identified factors that significantly influence the implementation of such alternative technology in a traditional sector. These factors were then structured to form the subsequent research agenda to continuously pursue the implementation of OSM in the sector. While the research agenda takes into account the unique characteristics of the WA construction industry, it contributes to the global and the Australian national research agenda, and the research methodology reported in this paper can be used to develop similar research agenda elsewhere.

Abstract
Purpose
This study aims to synthesize the existing literature with insights gained from interviews conducted with regulatory experts. The objective is to analyse the challenges associated with incorporating cryptocurrencies into regulatory frameworks and to explore constraints in the regulatory institutionalization of cryptocurrencies.
Design/methodology/approach
The study methodology consists of two steps. The first step is to identify regulatory constraints in the literature review and in the next step, interviews are conducted with officials of the State Bank of Pakistan (SBP). The study used a qualitative case study methodology, in which a single case (regulatory constraint) was selected as a unit of analysis.
Findings
The findings show that lack of traceability, legal status, lack of governmental control due to decentralization, difficulty enforcing laws, volatility, lack of skills with regulators and difficulty integrating cryptocurrencies into the current financial system are the main obstacles to the introduction of a regulatory framework. Thus, on a broader conceptual level, the findings can be grouped into opportunism, lack of strategic capability and fragmented global laws.
Research limitations/implications
This study could inform global cryptocurrency regulation discussions, sharing a developing country’s views on balancing the government, central banks, the financial sector and public interests. This could guide countries to consider cryptocurrency adoption in similar situations. This could affect the cryptocurrency market, impacting demand, supply and investor trust in Pakistan.
Practical implications
The study has implications for policy making officials. The research aims to offer valuable insights to the SBP and other regulatory authorities, helping them identify potential risks and create an effective regulatory framework for cryptocurrencies.
Social implications
The study has implications for society in knowing about the volatile nature of cryptos and anonymity of their issuers, which poses regulatory constraints. This then implies its harmfullness to its traders and the huge losses that may arise from their trading due to its volatile nature.
Originality/value
This study contributes to the literature on the constraints, responsibilities and consultation framework of cryptocurrency regulations.

Abstract
Purpose
This paper aims to formulate a conceptual framework that will facilitate the actualization of maqāṣid al-Sharīʿah in product design and consumption within Islamic financial institutions (IFIs).
Design/methodology/approach
This paper relies on the classical and contemporary literature on maqāṣid al-Sharīʿah and Islamic finance and adopts a qualitative content analysis method and an inductive approach to outline the constituent elements that formulate the framework.
Findings
This study determines six vital constituents of maqāṣid al-Sharīʿah, namely, parameters of maqāṣid, particular objectives, appropriate means, micro provisions, level of need and legal maxims to develop a conceptual framework of actualizing maqāṣid al-Sharīʿah in Islamic finance. The framework covers the following three stages: identification of maqāṣid, operationalization of maqāṣid in product design and consumption based on maqāṣid.
Research limitations/implications
This paper proposes a conceptual framework without investigating the practice of any particular industry or products. Further research would focus on formulating a practical framework based on a focus group discussion with industry experts, elaborating the parameters of maqāṣid, scrutinizing the maqāṣid available in the literature by the parameters of maqāṣid and assessing the IFIs’ products and services using the proposed framework.
Practical implications
This paper provides insights into the importance of maqāṣid elements and the effects of overlooking them on IFIs and customers’ product consumption. Furthermore, a major implication of the proposed framework is to learn how to use the maqāṣid approach as the baseline for designing new financial products.
Originality/value
The novelty of this paper lies in its pioneering attempt of harmonizing all essential maqāṣid elements and using them as constituents to formulate a comprehensive framework that actualizes maqāṣid al-Sharīʿah in the Islamic finance industry.

Abstract
Purpose
To minimize risk of coastal communities arising from cyclones, several risk mitigation initiatives have been taken in countries. Cyclone shelters have proven to be an important critical infrastructure in saving lives from cyclones. A large number of coastal critical infrastructure in the form of multi-purpose cyclone shelters (MPCS) are built to provide safe shelter during disasters. Often observed, such critical infrastructures are non-operational during the normal period, which makes them difficult to use during any disaster. Efforts have been made to keep these infrastructures in working condition. This research paper aims to bring together various management practices adopted for the MPCS in the South-Asian region with a focus on Bangladesh, and India. It also suggests ways to improve these practices for sustainable management of the MPCS.
Design/methodology/approach
India and Bangladesh are the most vulnerable countries in the South Asian region. As per the Global Climate Index, India and Bangladesh come in the list of “in extreme risk” countries in the world and are vulnerable to several natural hazards, especially climate-induced hydrometeorological hazards. India has a vast coastline and out of 7,516 km of coastline, a large extent, i.e. 5,700 km is prone to cyclones and that keeps 40% of the population vulnerable living within 100 km of the coastline. On the other hand, Bangladesh has a coastline of 580 km, which is equally vulnerable to tropical cyclones. Safeguarding communities from impending coastal risk through coastal cyclone shelters are of prime concern. This paper uses a qualitative approach to analyze secondary data, and literature in the field of critical infrastructure, sustainability, cyclone shelter, and management practice for cyclone shelters.
Findings
To provide sustainability and community ownership of the MPCS, various service plans are adopted in different countries. This paper provides insights on service and sustainability efforts made for the proper functioning of the MPCS in India and Bangladesh. It also provides insight into the roles played by different institutions involved in maintaining the MPCSs.
Originality/value
The research reiterates understanding of the cyclone shelter management from different geographic locations in the South Asian region. Various gaps identified in shelter management practices are discussed in the paper and key recommendations are proposed for better management of cyclone shelters.

Abstract
Purpose
Shariah board (SB) is a unique corporate governancemechanism in Islamic financial institutions. Over the last decade, an increasing number of studies discusses the relationship between SB and Islamic banks' (IB) performance. These researches report conflicting findings due to the heterogeneity of their samples. Therefore,the purpose of this paper is to meta-analyze the results of the previous empirical studies to assess if the differences in findings were attributable to moderating effects related either to the system of SB or the used SB variables or the variables used to identify performance.
Design/methodology/approach
To examine the direct and moderating effects of SB attributes, this study uses a meta-analysis technique on a sample of 46 empirical studies, using Hunter and Schmidt’s approach followed by three exploratory moderator analyses: ROE, ROA and Tobin’ Q. Significant results are discussed.
Findings
Overall, the meta-analysis findings show that there is a positive significant association between SB meetings and qualifications and IBs’ performance. In testing the moderating effects of financial performance measurement during the post-subprime crisis period, the meta-analysis findings suggest that there is a positive significant association between SB characteristics (size, qualification, reputation, interlock and expertise) and performance. The meta-analysis findings stress the importance of several SB attributes in improving IBs’ performance, especially, during the economic recovery period.
Originality/value
This paper adds significance to the extant Islamic finance literature as well as assists the appropriate stakeholders in assessing the determinants of IBs’ performance from Shariah governance perspective. It further aims to reconcile the findings of the previous studies around the world. Moreover, the findings help future research to build a comprehensive Shariah governance index for IBs.

Abstract
Purpose
The Zhang–Markusen (Z-M) inverse U-shape theory uses education as a human capital variable to investigate the impact of educational attainment on foreign direct investment (FDI) inflows to a country. The objective of this research is to empirically test this theory in a cross-country framework.
Design/methodology/approach
Fixed effect panel regression has been used to test the Z-M hypothesis for 172 countries for the period 1990–2015. For the purpose of this study, countries were divided into four groups as per the World Bank classification: Low-income economies, lower middle-income countries, upper middle-income economies and high-income economies.
Findings
The findings of this study reinforce the proposition that macroeconomic factors are the major determinants of FDI inflows into various countries. The authors find that the size of the market measured by gross domestic product (GDP), the growth potential of the market measured by real GDP growth rate and the availability of infrastructure are the major factors that enhance the attractiveness of a country as an FDI destination.
Originality/value
Though the Z-M theory has been empirically tested in cross-country frameworks, no consensus has been reached. Thus, it is interesting to look again at the validity of the Z-M hypothesis using data covering longer and more recent periods. The study includes both macroeconomic and human capital determinants of FDI, so as to arrive at a comprehensive model explaining the FDI flows into various countries.
